Grants and subsidies for artists in Quebec: complete 2026 guide
In 30 seconds
4 levels: federal (Canada Council, $5,000-60,000), provincial (CALQ, $4,000-50,000), municipal (Montreal, Quebec City), private (foundations). Emerging: 1-2 applications/year. Acceptance rate 15-25%. Typical additional income with regular grants: $8,000-25,000/year.
Why grants have become critical
In my 2024 HEC thesis on art democratization, I documented that half of Quebec visual artists earn less than 20% of personal income from creative activity according to Hill Strategies. Grants fill part of the structural primary market deficit.
Beyond income, grants build institutional legitimacy. A CALQ or Canada Council grant stays on your CV for life. A strong marker for galleries, museums, collectors, and future grant juries.
Level 1 — federal (Canada Council for the Arts)
The Canada Council manages over $200 million in annual grants to Canadian artists. Deadlines vary, generally 2-3 times per year by program. Peer jury evaluation. Response time: 4-6 months.
- Explore and Create: $5,000-25,000 to support creation projects
- Inspire and Connect: $5,000-60,000 for institutional partnerships
- Conceptualize and Realize: $25,000-100,000 for major productions
Level 2 — provincial (CALQ)
The Conseil des arts et des lettres du Québec (CALQ) manages $150+ million in annual grants. Deadlines: 2-3 times per year by program. Peer jury. Response time: 3-5 months.
- Creation Support: $4,000-25,000 for early or mid-career artists
- International Project Support: $5,000-30,000 for exhibitions outside Quebec
- 1% Program: integration of arts into architecture (new public buildings)
- Ad hoc grants: residency workshops, research, etc.
Level 3 — municipal and regional
Montreal and Quebec City have their own programs. Access is often faster and less competitive than higher levels.
- Montreal Arts Council: $25+ million annually in grants, programs for individual artists and organizations
- Quebec City — Grant Program: specific grants for Quebec City residents
- Other municipalities: Sherbrooke, Trois-Rivières, Laval have more modest programs
Level 4 — private (foundations, patronage)
Private patronage in Quebec has grown significantly since 2020. Conditions vary, often through institutional recommendation.
- Cole Foundation: support for visual arts
- McAbbie Foundation: emerging arts grants
- Sandra and Leo Kolber Foundation: institutional projects
- J. Armand Bombardier Foundation: cultural programs
Emerging artist (0-7 years of professional practice)
- CALQ "Creation Support" emerging level: $4,000-15,000
- Canada Council "Explore and Create": $5,000-25,000
- Regional and municipal grants
- Strategy: aim for 1-2 applications per year. Build your CV gradually.
Intermediate artist (7-15 years)
- CALQ "Creation Support" professional level: $10,000-25,000
- Canada Council "Inspire and Connect": $25,000-60,000
- International residency grants
- 1% Program for architectural projects
- Strategy: 2-3 applications per year, more ambitious projects.
Established artist (15+ years)
- CALQ "Creation Support" major projects: $25,000-50,000
- Canada Council "Conceptualize and Realize": up to $100,000
- International production grants
- Private patronage for major projects
- Strategy: 1-2 applications per year, transformative projects.
Structure of a strong grant application
Common documents required for most programs. Standard format: compact, readable, structured PDF.
- Artist CV: structured by descending year, exhibitions, distinctions
- Artist statement: 250-500 words depending on program
- Project description: what you will do with the grant ($500-1,500 words)
- Detailed budget: planned use of funding
- Timeline: project schedule
- Visual dossier: 10-20 representative high-resolution works
- Support letters: 1-3 letters from established artists, curators, or presenters
Annual application calendar
Plan ahead. Block 3-4 full weeks per year for application writing. Not in a rush.
- January-February: prepare dossier for CALQ spring deadlines
- March: CALQ "Creation Support" deadline (generally)
- April-June: prepare Canada Council dossier
- September-October: Canada Council deadlines
- November-December: prepare dossier for next deadlines
The 3 mistakes that sink applications
- Mistake 1 — last-minute application: dossier written in 3 days = visibly poor quality. Juries detect it.
- Mistake 2 — vague project: "Continue my exploration of matter" convinces no one. Specific, measurable project with timeline.
- Mistake 3 — wrong targeting: requesting $60,000 with no prior grant = near-certain rejection. Ascending gradient.
